Our Lord gave Peter the keys to His Church, designating him the Shepherd of the whole flock. The Power Christ gave Peter to loose and to bind was also given to the "college of the Apostles", united to its head. "This pastoral office", of Peter and the other apostles belongs to the Church's very foundation and is continued by the Bishops under the primacy of the Pope".
